Nonprofit Org./Solicitation/Streets [RPCC]; cites act as "Iris Roberts Act"; exempts certain nonprofit organizations from permit requirements re obstructing streets or roads for solicitation purposes; establishes conditions certain nonprofit organizations must meet in order to solicit charitable donations on certain streets, roads, & rights-of-way; authorizes local governments to halt solicitation activities if such conditions are not met. Amends 316.2045.
