Hurricane Preparedness & Insurance [EPCC]; removes Insurance Consumer Advocate Office from DFS & transfers said office to Public Counsel; creates Fla. Hurricane Excess Loss Program Finance Corp.; provides for grants to homeowners to protect rather than retrofit their properties; provides for certain portion of appropriation under program to be used for securing fixtures for mobile homes; authorizes two or more corporations not for profit to form self-insurance fund, etc. Amends FS. APPROPRIATION: $100,316,518.

Effective Date: Upon becoming law except as otherwise provided
