Building Code Hurricane Preparedness [RPCC]; cites act as "Uniform Building Code Act"; provides intent re effect of building code modifications on wind protection; requires uniform application of certain standards re wind-borne debris & structural guidelines; prohibits code modification that diminishes construction requirements; prescribes date by which counties & municipalities must enforce certain windborne debris protections & structural guidelines, etc. Amends 553.73.
