Escrow Agents [EPCC]; Prohibits unauthorized persons from transacting business using term "escrow" in name or title; provides for nonapplication to specified persons or entities; authorizes aggrieved persons to bring action for declaratory relief for specified violations; provides for recovery by injured persons of actual damages plus attorney fees & court costs in specified actions; provides criminal penalties.
