Seguin Memorial Traffic Safety Act" to revise provisions relating to operation of motor vehicle without proper security or driver license or while license or driving privilege is canceled, suspended, revoked, or disqualified; revises penalties & citation disposition procedures; limits number of continuances of hearing, etc.
