Motor Vehicles; Creates "Highway Safety Act"; requires operator of motor vehicle to yield left lane when being overtaken on multilane highway; revises number of specified acts necessary to qualify as aggressive careless driver; provides specified punishments for aggressive careless driving; provides for disposition of increased penalties, etc.
