Presidential Preference Primary Elections; Permits voter with no party affiliation to vote in either Republican or Democratic presidential preference primary; specifies ballot criteria; provides that if party has only one candidate then that candidate shall not be on ballot; authorizes each contested Republican or Democratic presidential preference primary to be treated as universal primary contest for purposes of tabulating & reporting results.
