Personal Watercraft Safety [RPCC]; Provides that a personal watercraft may not be operated by a person under 16 years of age or by a person who does not hold a boating safety identification card. Revises the requirements relating to the boating safety course required for leasing or renting a personal watercraft from a livery, etc.
