Agency for Early Learning [SPCC]; Creates the Agency for Early Learning to administer the state's school readiness system, the Voluntary Prekindergarten Education Program, and child care facility licensing. Provides for type two transfer of the Office of Early Learning in the Agency for Workforce Innovation, the Office of Early Learning in the Department of Education, child care facility licensing responsibilities of the Department of Children and Family Services, etc.
