Energy Efficiency; Revises provisions for public utility rate fixing & cost determinations relating to energy conservation & use of alternative energy; requires public utilities to file certain plans with PSC; requires commission to hold public hearings; provides criteria for certain plan determinations by commission; revises provisions for adoption, administration, & implementation of certain plans, etc.
