Telecommunications Services/Universal Service [RPCC]; Extends the date which requires each local exchange telecommunications company to furnish basic local exchange telecommunications service within a reasonable time period to any person requesting such service within the company's service territory from January 1, 2009, to January 1, 2012. Extends the date for a transitional period, not to exceed January 1, 2012, etc.
