Commercial Property Insurance [EPCC]; Excludes nonassessable commercial property insurance from emergency assessments for the Florida Hurricane Catastrophe Fund. Provides rate standards regarding nonassessable commercial property insurance. Provides that nonassessable commercial property insurance is not subject to a determination that the rate is excessive or unfairly discriminatory, etc.
