School Construction; Encourages creation of green schools action committees & efforts by school principals concerning green schools; requires DOE & DEP to create recognition or award program; provides intent that district school boards design new buildings or major renovations to meet specified energy & environmental design rating; requires SIT Program to reward cost savings & energy conservation.
