Testing Inmates/HIV Infection/Detention Facilities; Requires DOH to designate certain counties, if approved by county's governing body, to participate in program to HIV test inmates whose HIV status is unknown before release; provides exceptions; requires that certain county detention facilities notify DOH & health department where inmate plans to reside following release if inmate is HIV positive, etc.
