SB 1578: Property Rights [RPCC]

Property Rights [RPCC]; Provides that a moratorium on development that is in effect for longer than 1 year is not a temporary impact to real property and is included in the terms "inordinate burden" and "inordinately burdened." Shortens the notice period to 120 days for a property owner to file a certain action under the Bert J. Harris, Jr., Private Property Rights Protection Act, etc.
