Motorsports Entertainment Complexes [EPCC]; Requires that the Office of Tourism, Trade, and Economic Development screen applicants for state funding and certify applicants as motorsports entertainment complexes. Requires that an amount not to exceed $166,667 shall be distributed monthly to an applicant, beginning 30 days after certification, etc.
