Municipalities and Special Districts; Authorizes municipalities to specify voting methodology for levying & collecting special assessments; expands purposes for which special district may be treated as municipality; increases filing fee for members of district boards of supervisors; abolishes Pinellas Sports Authority, Tri-County Hospital Authority, Eagle Bay Sub-Drainage District, Bay County Bridge Authority, & North Sumter County Hospital District, etc.
