Council on the Social Status of Black Men & Boys; Transfers the Council on the Social Status of Black Men and Boys from the Department of Legal Affairs to the Department of Children and Family Services (DCFS). Transfers administrative support and staffing for the council from the Office of Attorney General to the DCFS, etc.
