Council on the Social Status of Black Men & Boys [SPCC]; Removes outdated provisions. Provides additional duties and powers of the council. Removes a provision that discontinues the council under certain conditions. Creates a direct-support organization. Specifies duties and requires a contract. Requires such organization to form strategic partnerships for specified purposes, etc.
