State Parks; Requires certain rule violations of Division of Recreation & Parks of DEP to be punishable as noncriminal infractions & others to be punishable as misdemeanor of second degree; provides penalties; requires fines to be deposited in State Park Trust Fund; authorizes operation of golf carts on certain state park roads; authorizes state employees, state park volunteers, & state park visitors to operate golf carts, etc.
