Biomass Energy Production [RPCC]; Increases the limit on the amount of taxes that are exempt for the sale or use of materials used to distribute biodiesel and ethanol. Provides for transfer of the renewable energy technologies investment tax credit. Continues the Farm-to-Fuel Grants Program within the Department of Agriculture and Consumer Services. Creates the Biofuel Retail Sales Incentive Program, etc.
