Local Government Officers and Employees; Expands eligibility for participation in state group health insurance program & prescription drug coverage program to include all counties, municipalities, & district school boards; specifies prerequisites & conditions for participation; provides minimum period of enrollment; requires that participating counties, municipalities, or school boards reimburse DMS for its costs, including administrative costs, etc.
