Protection of Commercial Citrus Groves; Provides conditions for use of Casuarina cunninghamiana as windbreak for commercial citrus groves; authorizes DACS to permit such as part of program to control citrus canker in commercial citrus groves; authorizes nurseries to produce Casuarina cunninghamiana under certain conditions once permitted by DACS; authorizes DACS to assess permit fees; provides for Casuarina cunninghamiana destruction, etc.
