Driving Under the Influence; Creates "Grace Redgate Act"; requires that ignition interlock devices be used for specified period after first conviction of certain offenses; revises provisions relating to period for which ignition interlock device may be required for second conviction of certain offenses; requires ignition interlock devices to be set to prevent vehicle from starting if operator's blood alcohol level exceeds specified amount, etc. APPROPRIATION: $100,000.
