Construction Contracting; Prohibits certified or registered contractor or contractor authorized by local construction licensing board from performing work for which contractor is not properly licensed, from subcontracting work requiring license to unlicensed person, or from failing to obtain required permits or inspections; provides penalties; authorizes local jurisdictions to issue civil citations for specified violations.
