Adoption; Provides that person who is homosexual is eligible to adopt child under certain circumstances; requires that certain eligibility criteria be met by clear & convincing evidence; provides that person who is homosexual is eligible to adopt child if child's parents are deceased, person proposing to adopt child is child's guardian, & petition, declaration, or will or codicil meeting requirements of act is filed on or after July 1, 2008.
