Recovering, Towing, or Storing Vehicles & Vessels; Prescribes rates for towing & storage in counties & municipalities that have not established rates; requires rates for wrecker operator system of FHP to be established & reviewed biennially to ensure that rates are equitable; revises provisions governing liens for recovering, towing, or storing vehicles & vessels; provides for application of those provisions to salvage motor vehicle yards, etc.
