Department of Environmental Protection [FPCC]; Creates Office of Intergovernmental Programs & renames Office of Legislative & Government Affairs & Division of Resource Assessment & Management within DEP to conform to changes made by this act; provides for transfer of specified portions of funds from specified trust funds to General Revenue Fund for specified periods; eliminates provisions for transfer of funds to Plant Industry Trust Fund within DACS, etc.
