Secondary Metals Recycling [EPCC]; (THIS BILL COMBINES S556 & S748) Revises recordkeeping requirements for purchase transactions. Provides for additional seller information to be obtained. Requires an image of the regulated metals being sold. Provides for enhanced penalties for third or subsequent violations of a specified provision. Prohibits secondary metals recyclers from entering into cash transactions in certain circumstances, etc.
