Child-Restraint Requirements; Changes age requirement of children from 5 to 7 years of age or younger who must use crash-tested, federally approved child restraint device that is appropriate for height & weight of child; adds child booster seat as option for children aged 4 through 7; provides that court may dismiss first violation against motor vehicle operator upon proof of purchase of restraint device, etc.
