Independent Living Transition Services [SPCC]; Provides for family foster homes, residential child-caring agencies, or other authorized caregivers to be included in development of plans for activities for certain children; requires specified information to be included in report to Legislature by Independent Living Services Advisory Council; provides for removal of disabilities of certain minors for purposes of securing utility services.
