Corporate Income Tax Credit Scholarship Program [SPCC]; Revises program purposes; provides that specified students who are currently or have been in foster care are eligible for participation in program; provides that siblings of certain students are eligible for participation in program; revises provisions relating to expenditure of contributions received by scholarship-funding organization during state fiscal year; provides for preservation of credits under certain circumstances, etc.
