Pardons; Designates act "Rosa Parks Act"; encourages Board of Executive Clemency to grant full pardon to persons convicted of protesting or challenging state law or local ordinance intended to maintain racial segregation or racial discrimination; requires commission to notify state attorney; requires that pardon be granted unless state attorney objects; requires hearing on objections, etc.
