Safe Haven Protection/Surrendered Newborn Infants [SPCC]; Provides presumption of consent to termination of parental rights in cases of surrendered infants; removes requirement that child-placing agency conduct search to identify parent of surrendered infant; provides exception; increases age at which infant is considered newborn for purposes of treatment after surrender; provides for anonymity of infant's parents.
