State Cabinet/Education; Proposes amendments to s. 4, Art. IV & ss. 2 & 7, Art. IX & creation of s. 8, Art. IX & new section in Art. XII of State Constitution to create position of Commissioner of Education as elected member of Cabinet, to revise membership of State Board of Education, which shall consist of Governor & Cabinet, to revise membership, terms, & duties of local boards of trustees & Board of Governors of State University System, etc.
