Acquisition of State and State-owned Lands; Provides for appraisal process consistency in acquisition of state & state-owned lands; requires two appraisals when estimated parcel value exceeds $500,000; requires DACS to select second appraiser; requires DFS to select third appraiser under certain circumstances & to select review appraiser; limits amount paid by state in joint acquisitions with local government or entity apart from state.
