Personal Care Attendant Program; Requires Florida Endowment Foundation for Vocational Rehabilitation to enter into agreement with Florida Association of Centers for Independent Living to administer program to provide personal care attendants to persons who have severe & chronic disabilities; names program "James Patrick Memorial Work Incentive Personal Attendant Services Program"; revises eligibility requirements for participation.
