Homestead Property Assessments; Proposes amendment to s. 4, Art. VII of State Constitution to provide for assessing at less than just value property purchased within 1 year after sale of homestead property & established as new homestead property, limited by difference between new homestead property's just value & its assessed value in first year homestead is established not exceeding the difference between previous homestead's just value & its assessed value in year of sale, etc.
