Special Districts; Declares it state policy to codify charter of each independent & dependent special district every 10 years; requires each governmental entity that creates district to be responsible for subsequent examination of charter; provides criteria for determining district performance; requires that Legislature dispose of assets of district it abolishes & assign district's powers & duties, etc.
