Developmental Disabilities Institutions [SPCC]; Requires the Agency for Persons with Disabilities to submit a plan to the Governor and the legislature if the agency proposes to close or reduce by a certain percentage the resident population of a developmental disabilities institution. Requires the Governor to forward the Legislature's comments on the plan to the head of the agency after he or she considers such comments, etc.
