Capital Collateral Representation; Requires regional counsel to be appointed by & serve at pleasure of Commission on Capital Cases; revises administrative roles & functions of JAC, Commission on Capital Cases, & Capital Collateral Regional Counsel; increases membership of Commission on Capital Cases; provides additional authority for commission to sponsor programs of continuing legal education on capital cases, issue subpoenas & hold hearings, etc.
