Swimming Pool and Spa Safety; Requires public swimming pools & spas to have specified drain safety features; provides that person or entity in violation of requirement commits misdemeanor of second degree; provides criminal penalties; provides penalty suspension if certain conditions are met; requires all residential pools & spas to be equipped with certain drain safety features, etc.
