Airline Travel; Requires airline that cancels or delays flight more than 1 hour to honor passenger's ticket at later date or reimburse cost plus penalty fee except under certain conditions; provides for civil action against airline by passenger for certain reasons; provides criminal penalty for airline; provides that certain airline tickets have no expiration date, etc.
