Criminal Justice; Requires state agencies & regulatory boards to prepare reports identifying & evaluating restrictions on licensing & employment; prohibits state agencies from denying application for license, permit, certificate, or employment based on person's lack of civil rights; provides exception; clarifies when person may legally deny existence of expunged or sealed criminal history record, etc.
