Department of Children and Family Services; Authorizes DCFS to establish circuits & regions headed by circuit administrators & regional directors; revises provisions relating to establishment of department; provides for operating units called circuits or regions, based on judicial circuits; deletes provisions relating to program directors for mental health & substance abuse, service districts, child protection workers, membership of community alliances, & prototype region.
