Court Fees, Charges, Costs/Circuit & County Courts; Requires certain persons who owe court-related fees, service charges, costs, & fines to appear before court; requires each circuit court to implement Comprehensive Court Enforcement Program; requires clerk to record certified copy of order imposing additional costs; provides that order constitutes lien against person upon whom costs are imposed; provides exception; requires joint select committee to review methods of collecting, etc.
