Jacksonville Transportation Authority [CPSC]; Revises requirement for membership on governing body of authority to provide that appointed member must be resident & elector of Duval County; revises scope of authority to include certain services throughout Duval County; exempts certain public-private transportation facilities from certain specified taxes & special assessments; excludes certain taxes from such exemption, etc.
