GENERAL BILL by Richter
Expert Testimony [SPSC]; Revises the circumstances under which the court may allow a witness who is qualified as an expert to testify as to the facts at issue in a case. Requires that state courts interpret and apply certain requirements for expert testimony in accordance with specified decisions of the United States Supreme Court.
