Capital Collateral Representation [SPSC]; Provides a legislative finding that not all capital cases are extraordinary or unusual. Extends the term of years regional counsel are appointed to serve. Clarifies the administrative roles and functions of the Justice Administrative Commission, the Commission on Capital Cases, and the Capital Collateral Regional Counsel. Increases and revises the membership of the Commission on Capital Cases, etc.
