Statewide Legacy Communities Initiative; Establishes statewide legacy communities initiative; provides requirements & goals concerning provision of services or assistance to legacy communities; creates Urban Empowerment Corporation within DCA; provides that corporation is instrumentality of state for sovereign immunity purposes; subjects corporation to open records & meetings requirements; exempts corporation from specified procurement law, etc. APPROPRIATION: Indeterminate.
